Officials from El Cajon, Lemon Grove, La Mesa, Santee and the county have written a 10-page memorandum of understanding pledging to find local sites for both emergency and long-term housing, as well as improve data collection.
Anderson asked residents to pressure California lawmakers to change state statute so officers have more freedom to detain people.
Anderson represents much of East County, and his office has been sending out regular updates in recent weeks about the Magnolia encampment.
